Your clock, not theirs
The deadline is resolved on the server, in your store's time zone. A date written without a zone is read in each visitor's own time, so a shopper in Madrid and one in Mexico City would see the same offer end at two different moments. Here they see the same instant.
It corrects the visitor's clock
Phones run fast or slow more often than you would think. The offset is measured once against the server time, and the countdown runs against the real hour instead of the phone's.
